Joint Development 10k Home Program

Metro initiated its 10K Home Program under its Joint Development (JD) Program to advance affordable, transit-oriented housing on Metro-owned properties. The program aims to add 10,000 quality housing units by 2031 through collaboration with local cities, developers, and community groups. In order to address LA County’s severe housing affordability crisis, 5,000 units will be designated as income-restricted. The Robert Group, alongside Lee Andrews Group, is co-leading outreach for 20 Metro-owned properties identified for future housing sites.

Metro’s 10K Home Program recognizes the importance of a robust public engagement process, with outreach intended to integrate community insights and needs into the design and development of each site. In partnership with organizations and local stakeholders, Metro has developed a comprehensive community engagement approach, incorporating workshops, surveys, pop-up events and outreach to transit riders to foster transparency and ensure that housing plans align with local priorities.

Through meaningful engagement, the 10K Homes Program aims not only to deliver much-needed affordable housing but also to create vibrant, accessible communities that reflect the unique character of each area while providing residents with seamless access to transit. TRG has taken the lead in developing stakeholder relationships, managing community feedback, and coordinating interactive community meetings and pop-up events. TRG will continue to lead outreach efforts as the project moves forward through the developer selection process for each site.
