Summary
The Metro ExpressLanes program, the first of its kind in LA County, is aimed at alleviating congested freeways by converting carpool lanes into High Occupancy Toll (HOT) lanes. The program introduced congestion pricing on the 110 & 10 freeways by converting High Occupancy Vehicle (HOV) lanes to HOT lanes; improving transit and other alternatives to driving; updating transit facilities; and providing demand-based parking pricing in Downtown LA. February 23, 2014 marked the conclusion of the program’s one-year demonstration period, from which Metro's Board of Directors unanimously approved to extend the program beyond January 2015.

The Robert Group led the public education and market research support for this program during its one-year pilot period and as the program progressed into permanency. Our comprehensive public education campaign included facilitating focus groups and business roundtables, engaging key stakeholders, conducting public surveys, and providing media & social media support.
